The Bluewater Community Development Foundation

The following information is to acquaint you with the BCDF. Many people are not aware of what we are and what our purpose is. The Bluewater Community Centre Project Fund is a Special Interest Fund within the Foundation’s scope of work at this time. The BCDF agreed to facilitate and manage this fund to gain revenue to be applied for by the Municipality of Bluewater and as directed by donators to this Fund, to the expense of building a new Community Centre in Bluewater. The Bluewater Community Development Foundation is involved in other activities to build funding within the Foundation to be applied towards the well being of Bluewater now, and in the future.

What are we?
Non profit charitable organization
Act as a financial support group for project that benefit those within the whole Municipality of Bluewater (not formed just to help fund an arena in Zurich)
Endowment funds will be established for those who contribute to specific causes
Endowment funds will be established for permanent funds for specific goals within the community that can be applied for by groups, organizations, the municipal government, or individuals who qualify under the guidelines and constitution of the BCDF which has been presented for approval to the provincial and federal governments for registered charitable status. Note: Anyone can apply for granted funds if and when available for the growth, sustenance and prosperity of Bluewater
The Foundation was not created by the Municipality of Bluewater and is independent of corporate, individual or government control
The Foundation is managed by a board consisting of an Executive Members and Standing Board Members- ordinary citizens of Bluewater who are interested in the well being of Bluewater now and in the future


Why was the Foundation created?
Amalgamation has created larger municipal government with much greater financial responsibility transferred from the what traditionally was provincial governed
Provincial governments have tried to become more fiscally responsible by forcing municipalities to govern with less resource
Small rural municipalities do not have the population, or industrial revenue of larger centres to help sustain services required to satisfy rural communities such as Bluewater, with all their needs to obtain growth
Small rural communities must become competitive for attracting new residents, industry, tourism, and commercial growth against larger urban communities
Small rural communities must compete for provincial and federal monies by proving initiative from their citizen and administration
The Foundation recognizes that all of Bluewater have common needs and goals for their communities which are now more diversified, as a philanthropic organization the Foundation feels that we may be effective in helping to achieve some of these needs and goals for Bluewater, giving citizen’s avenues other than just municipal government and increased taxation.

How does the Foundation resource funds?
Individuals, families, corporations, small businesses, service groups and organizations donations

Donation Choices:
cash, securities, pledges, bequests, memorial gifts, insurance policies, real estate, any other asset

Other Revenue Avenues:
Corporate Solicitation from major corporations via structured process and personal contact
Foundation Solicitation throughout Canada who give according to their objectives where funds can be applied for.
Government Funding available via various government programs that can be applied for
Major events attracting disposable income used for entertainment within the municipality and abroad
Guidance and assistance to cooperating groups and organizations who wish to raise money for objectives that the Foundation is supporting

Note: The volunteer Board of Directors will receive and maintain a fund or funds and apply all or part of the principal and income there, from time to time, for charitable purposes. Endowment funds will be comprised of secure investments based on sound advice of those experienced in current markets with a strong sense fiduciary responsibility.
